He's referring to Eisenhower criticizing Kennedy in 1960 who was a candidate for change and a 40 something Senator proposing such change with the Peace Corps. He would facetiously call Kennedy an "immature" "young genius" and then align him with communism. It made Eisenhower look like an old fart. Eisenhower had already been publicly embarrassed by publicly defending McCarthy as to not lose votes in Wisconsin even though privately he found McCarthy to be a vulgar excuse for a Senator.
