It is not that much different. But you wont need to bother with local etc. The rest is similar

So does the VMWare create partitions on the hard drive or is it just a sofware program that holds an image?

Generally it creates a folder that contains the files that makes a virtual disk. Unless you make another system already installed on another partition bootable through VMware. There is also a similar free product Sun are doing called Virtual Box.
